He graduated from the Moscow electrotechnical Institute of communications.
During his work Yuliy Konontsev provided of construction of means of communication for many critical facilities, such as spaceports, BAM, oil and gas pipelines, hydroelectric power stations, avtomatizirovannye management system, as well as international objects in several countries around the world.
